A new GAI investigation is raising alarms about a state-backed Chinese effort to exploit U.S. citizenship laws — not through espionage or cyberattacks, but through American birth certificates.

In an exclusive selection from his book, The Invisible Coup, four-time New York Times bestselling author Peter Schweizer argues Beijing is pursuing a long-term infiltration strategy by producing a “Manchurian Generation” of U.S. citizens who are raised in China and later return to the United States with full legal rights.

Schweizer says China is not simply competing with America economically. He claims it is weaponizing U.S. birthright citizenship rules to create what he calls a demographic “time bomb” inside the country.

The scale, he writes, is enormous.

Schweizer says a birth-tourism industry has flourished over the last fifteen years, with an estimated 750,000 to 1.5 million Chinese nationals holding U.S. citizenship simply by being born on American soil.

He says many travel to the United States to obtain birth certificates and then return to China, where the children are raised as “Chinese Nationals.” When they turn 18, Schweizer warns, they can return to the U.S., vote in elections, and sponsor relatives — including high-ranking Communist parents — for permanent residency.

“These ‘Americans’ have never lived in the US and are being raised in China under the strict indoctrination of Chinese Communist Party-controlled schools,” the investigation claims.

“We might call them the Manchurian Generation, but it’s a story stranger and more lethal than fiction,” Schweizer writes.

Experts cited in the report say China’s aim is broader than simply influencing elections. They warn the “Manchurian Generation” could also donate to political campaigns, obtain government jobs, and access sensitive information across the federal bureaucracy.

Schweizer claims the tidal wave of foreign-indoctrinated citizens could begin impacting American society as early as 2030 and points to one striking data point: in the U.S. territory of Saipan, more than 70 percent of newborns are now children of Chinese birth tourists.

But birth tourism is only part of the alleged pipeline. Schweizer describes what he calls a more “insidious” method: the use of American surrogate mothers to carry children connected to senior CCP officials — a tactic he says creates U.S.-born citizens for the next generation of China’s leadership class.

The investigation highlights Guojun Xuan, described as a 65-year-old Chinese businessman and senior CCP official who has purchased more than $100 million in California real estate.

Xuan, who serves on several “United Front” groups designed to advance communism in the U.S., was discovered to be operating what Schweizer calls a “surrogacy command center” out of his $4.1 million mansion in Arcadia, California.

In May 2025, officials found 15 children living in the mansion, ranging in age from infants to 13. In total, 21 children were connected to Xuan, produced through a multi-state embryo pipeline.

“He is in fact the tip of a very large iceberg,” Schweizer writes, claiming there are now 107 surrogacy companies in California alone owned by Chinese individuals. He alleges the children produced in these “mills” are often linked to Chinese elites, including intelligence officers, military officials, and government ministers.

Brent Sadler, described as a military diplomat in Asia who spent twenty-six years in the Navy, including a final assignment in the China branch at the Pentagon, warned that the issue extends beyond ethnicity.

“I think first and foremost, the US government must do a better job protecting our ethnic Chinese population, whom the CCP intentionally targets. Second, serious consideration needs to be given to revising and implementing a new Communist Control Act. This is broader than ethnicity,” Sadler warns.

Sadler’s call refers to a Cold War-era law that effectively outlawed the Communist Party in the United States, stripping it of legal rights and branding it a “clear and present danger.” While the law eventually fell into disuse, Sadler suggests a modern equivalent is needed to prevent the CCP from exploiting U.S. institutions.

Schweizer argues the “anchor” strategy reaches the highest levels of Beijing’s power structure. Even China’s hardline former foreign minister, Qin Gang, reportedly had a child born in the United States through this method.

Schweizer also claims Chinese clients have made specific racial demands when selecting surrogates, including requests for Caucasian, “blonde, blue-eyed American women to bear their children.”

The report notes the U.S. State Department warned years ago that the practice creates a “potential long-term vulnerability for national security,” allowing foreign nationals to bypass scrutiny and the standards of the traditional naturalization process.

Schweizer’s broader warning is stark: by exploiting the 14th Amendment, Beijing could be positioning what he describes as a “new model of civilization” with a legal foothold inside the United States.
