New Report Exposes Top 50 Threats to Election Integrity in 2024

Tallahassee, FL – The Government Accountability Institute (GAI) today released a comprehensive report called Top 50 Election Threats that exposes the critical risks facing the 2024 presidential election. The report a wide range of vulnerabilities, from financial manipulation to election fraud, and stresses the urgent need for reforms to ensure our elections are fair, safe, and conducted with integrity.

The report includes alarming statistics about the influx of dark money, illegal voter registration, and ballot tampering that could undermine voter confidence in the upcoming election.

More than 10 million illegal immigrants, an unprecedented number, have entered the U.S. since 2021. Swing states such as Georgia, Michigan, and Pennsylvania have seen tens of thousands of new non-citizen arrivals. GAI’s report estimates that these populations pose the greatest risk to voter rolls, as non-citizens may be illegally registered to vote while obtaining driver’s licenses.

“This is an urgent issue,” said GAI President Peter Schweizer. “The scale of these problems, from the millions of non-citizens potentially voting in swing states to the hundreds of millions of dollars in dark money flooding our elections, requires immediate action. If we don’t address these risks now, the integrity of the 2024 election could be irreparably compromised.”

Key Threats Highlighted in the Report

  1. Dark Money and Foreign Influence: The report found hundreds of high-volume donors, some making tens of thousands of separate donations through platforms like ActBlue. Many of these donations follow suspicious patterns, raising concerns about potential straw donor schemes concocted to circumvent campaign finance limits. One donor from Colorado made an astonishing 57,138 separate donations, totaling $234,441, with similar cases across the country.
  2. Lawfare Operations: Political operatives are using lawsuits and rogue prosecutors to target opponents. A good example is the 55 voting and election cases being litigated by Marc Elias and his law firm across 21 states. GAI’s report calls for greater oversight of prosecutors and legal actions that could undermine fair competition in elections.
  3. Get Out the Vote (GOTV) Operations: These operations, while ostensibly designed to increase voter participation, create numerous vulnerabilities that threaten election integrity, including “dirty” voter rolls, exploitation of automatic voter registrations (i.e. “motor voter”) laws, ballot harvesting, data harvesting of citizens by political canvassing groups, and the sharing of private citizens’ location data with GOTV volunteers who are criminals.
  4. Voter Fraud: The report notes that in addition to illegal immigrants, there are up to 140,000 ineligible voters still remaining on the rolls in Nevada. These including non-citizens, deceased individuals, and former residents. Nationally, voter fraud cases tend to happen where there are weak identity verification systems, such as the lack of signature matching and vulnerabilities in digital voting systems.
  5. Ballot Harvesting and Dirty Voter Rolls: The persistence of ballot harvesting in states like California, where it was even made legal, poses significant risks to election integrity. Furthermore, Michigan’s voter rolls have continued to worsen since the 2020 election, despite multiple lawsuits calling on the state government to address obvious problems. Ninety-one percent of Michigan’s counties now exhibit abnormally high voter registration rates. The state’s attempts to clean its voter rolls have led to more than 177,000 ineligible voters being slated for removal, but serious concerns remain about the accuracy of the process in Michigan.

According to GAI Vice President of Research Seamus Bruner, “everyone knows that American elections are under threat, but what most people do not realize is the gravity and extent of the problems.” Bruner emphasized that “more than 10 million non-citizens have entered the United States since January 2021,” and said GAI’s report proves conclusively that “not only can illegal aliens vote, but many of them will vote.”

Below are some of the more shocking details from the report:

  • The Good: 2.85 million ineligible voters (including 29,812 illegal aliens) were recently removed from the voter rolls of ten states.
  • The Bad: Those states that have not cleaned up their voter rolls are the states that will likely decide the election. More than 216,000 potential non-citizens may vote on November 5, 2024 (recall that the 2020 election was decided by less than 50,000 votes across four swing states).
  • The Ugly: Non-citizen voting is not the only threat to the 2024 election. Each of the following may undermine confidence in the 2024 results:
    • Mail-in ballots are still magnets for fraud;
    • Federal government resisting efforts to require proof of citizenship;
    • Attempts to implement mandatory voter ID are failing;
    • Ballot chain of custody remains broken in many states;
    • Dirty voter rolls in most swing states — fifty-three counties in Michigan have voter registration rates exceeding 100% of eligible voters, indicating serious issues with inaccurate voter rolls. Four years ago, only one Michigan county had this problem.

A Call to Action

GAI’s new Top 50 Election Threats report lists every risk that could contribute to an uncertifiable election result on November 5, 2024, but doesn’t stop there. The report also offers actionable recommendations that would mitigate these threats, such as stronger auditing practices, enhanced voter roll maintenance, and increased transparency for campaign donations and election administration funding.
